The Ten General Prohibitions: (15 CFR 736)
1) Exports of controlled items must be licensed or be exported under a license exception. "NLR" (No License Required) is a possible exception.
2) Export from outside the U.S. of foreign-produced goods with more than de minimis controlled U.S. content must qualify for a license or a license exception.
3) Export of foreign-produced direct product of U.S. technology and/or software may require a license or license exception.
4) Engaging in actions prohibited by a denial order is prohibited without a license.
5) Export to prohibited end uses/end users is prohibited without a license.
6) No export to embargoed destinations without a license.
7) Support of certain proliferation activities (financing, contracting, service, support, transportation, freight forwarding, or employment) is prohibited without a license under some circumstances..
8) Prohibitions on unlading and shipping in transit of controlled items for certain countries.
9) Terms and conditions of export license or order cannot be violated.
10) Cannot proceed with transaction with knowledge that a violation has occurred or is about to occur.
